Q I have seen what appears to be mold growing on the surface of some painted concrete masonry in our basement, especially in low-light areas. Is concrete masonry such as this particularly susceptible to mold growth? Mold growth on the surface of painted masonry is probably not related to moisture within the wall, but rather from moisture on the surface of the paint. Moisture can condense on cool masonry surfaces in humid spaces, such as basements. Using paints with mold inhibitors does not prevent this problem from occurring because they dont stop mold from growing on the dust. Eliminating the sources of moisture and dehumidifying the air within the basement are probably the most effective ways to prevent condensation and subsequent mold growth from occurring.

The smallest number of domestic vacationers (8 percent) travel between 500 and 599 miles. Since 84 percent of all vacation trips utilize a car, truck, or recreational vehicle, and 54 percent of all family trips include kids, its easy to see why 599 miles isnt a terribly popular travel distance, falling just after Im so bored I could scream and a little before I want to go home. According to the TIAs forecast, 63 percent of Americans intended to do some vacation travelling this summer, a number that has remained fairly stable during the past six years - as has the number of people for whom vacation travel means trips to the bathroom - 14 percent of those polled by the TIA predicted they would be spending their vacation time going nowhere in the summer of 1999. The reason? Money, for one.
The poll also lists the top five components travelers are looking for in a family vacation, which are cost, safety, sightseeing opportunities, reliably good weather and opportunities for recreation.

WASHINGTON — The forced departure of Franklin D. Raines as chief executive of Fannie Mae hardly ends the turmoil at the nations second-largest financial institution. Civil, criminal and congressional investigations are under way as the mortgage giants interim managers begin what could be a lengthy process of cleaning up the books and re-establishing its credibility. “The impact on the average homebuyer will be imperceptible,” said Mark Zandi, chief economist at Economy.com. “The mortgage market is very deep, large and liquid with many global participants who will fill any void created by a less-aggressive Fannie Mae.” Fannie Maes board of directors announced Tuesday the departures of Raines and chief financial officer Timothy Howard following intense negotiations.
Banking giant Lloyds TSB is still on the lookout to buy a mortgage lender or insurer, chief executive Mr Peter Ellwood said yesterday. Mr Ellwood, speaking after addressing the annual meeting of the British Chambers of Commerce, said the insurance market in Britain was “very fragmented”. While Lloyds TSB was a big player, it had less than ten per cent of the market. “Therefore that is one of the areas where we have been looking for some time and we continue to look,” he said, adding that the mortgage business was also “under the microscope”. Asked if Lloyds TSB had made an approach to Birmingham Midshires Building Society - the subject of a pounds 780 million bid by Halifax but also rumoured to be a Lloyds TSB target - Mr Ellwood said he could not comment on specific firms but it had “looked at everything”. He said the European single currency would bring “a greater level of consolidation in mainland Europe among financial services companies” and that this could subsequently lead to mergers between continental firms and their British neighbours. But Mr Ellwood said the development of pan-European banks would be in the medium to long term rather than the short term and Lloyds TSB had “no imminent plans to do a deal there”, although it always looked at opportunities. Lloyds TSB has been widely rumoured as a potential bidder for private medical insurer BUPA. It already owns the Cheltenham Gloucester building society. Apart from specialist niche markets such as health, Lloyds TSB is also seen as a possible contender for a tie-up with a larger life insurance group, industry sources said. Mr Ellwood dismissed recent newspaper reports that Lloyds TSB planned to merge its Lloyds Bank and TSB branches, explaining that the group was rearranging its structure, with changes to a number of area offices planned for next year. “The thing we were talking about was to say there will be a different number of area directors, this is how we are going to configure the branches from next year. It was not about the closure of branches,” he said. While Lloyds TSB is always closing branches - 150 shut their doors last year — Mr Ellwood said there were no “immediate plans for a huge reduction in the branch network”. Machines and computers will also continue to reduce the number of jobs in the industry. “We will see further contraction in the financial services sector, as a result principally of greater automation and greater use of technology,” he said. He also predicted greater consolidation in Britains financial services industry, with banks, insurance companies and building societies all in the frame. But while players were constantly sizing each other up as possible merger or acquisition targets, the numbers had to add up and create value for shareholders, Mr Ellwood said. And unless the Government had a change of heart about the rules governing market share, there was little prospect of large scale banking consolidation. Mr Ellwood admitted that while Lloyds TSB was confident of maintaining its market share, he was looking over his shoulder to new competitors such as computer firms, US-style brokerages and the supermarket borrowers.

Malcolm McCulloughs Abstracting Craft makes a particularly compelling argument for the validity of embodied knowledge. “Academics,” McCullough states at the outset, “despite a growing faction interested in body criticism, generally ignore the hands in their epistemologies of mind” (5). A professor of architecture at Harvard Universitys Graduate School of Design, McCullough notes that within the limited experiential frame of computer production there are major obstacles to the acquisition of what he refers to under the rubric of craft. His argument reflects an ongoing concern expressed by traditionally trained artists as they watch a new generation adept only at scanning, appropriation, and the use of software. (Their fear: computer design students never learn to draw.) His suggestion is to reconceptualize electronic tools so that they are used not “so much for automating tasks as for abstracting craft” (81). Paradoxically, what McCullough bemoans is the process of abstraction that introduces the distance between hand and material, mind and process. By emphasizing the hand as an instrument essential to epistemological development, cognitive processes, and artistic articulation, he proposes a synthetic resolution of traditional craft and new technology rather than pitting them in an apparently inevitable, unproductive opposition. Unfortunately he stops short of assessing the ways in which the conceptual premises of software products have ignored or incorporated assumptions about what constitutes embodied knowledge in specific terms. Immersed in Technology, an anthology edited by Mary Anne Moser and Douglas MacLeod, also address issues of physicality. A welcome counterpoint to the exaggerated rhetoric of popular journalism on the topic, this sophisticated volume came out of the Canadian Art Centre at Banff, which has provided a forum for ongoing investigation of the intersections between art and technology. The books contributors are artists who are either technicians or are sufficiently close to the technical processes to have no illusions about them. These are people directly involved in working with so-called immersant technologies (three-dimensional, real-time illusions involving multiple sensory stimulation). The editors establish the tone of the book in their introduction, where they frankly acknowledge the sometimes contentious character of exchanges among the artists involved (certainly a healthy feature of an anthology). Katherine Hayles notes that even the core notion of virtual reality was fraught with misleading inaccuracies and says that the Banff group proposed the term “embodied virtuality” as an (albeit controversial) alternative. The books finely honed critical edge, informed by a cultural studies approach to gender and politics, succeeds in deflating mythic fantasies about the virtual. Chief among these is that of total escape from ones body, identity, and life that drives much of the Wired-type hype surrounding electronic art.

A breakthrough in car hire deprescription? The concept surrounding just how a car owner should be compensated when someone else uses his railcars has been evolving for a number of years. For those old enough to remember “incentive per diem” payments as an example of the ICCs power to increase car hire payments when a perceived boxcar shortage existed in the late 70s, just about any payment scheme is possible. But under todays systems, most railcars are logged into the system at their new purchase price, or if rebuilt, at the rebuilt price (assuming certain rules concerning minimum reinvestment in the equipment are met.) This valuation is depreciated over the cars perceived useful life at about 3% per year. (This in theory allows the investor to recoup his investment in the equipment through hourly and mileage charges as the railcar is utilized.) The ICC is required to periodically review the car hire formula for such things as cost of capital. The drive for deprescription is at least in part derived from the belief that this formula doesnt provide market flexibility. According to members of the ad hoc Car Hire Policy Committee, an agreement in principle has been reached on the elements of deprescription for all railroad car hire by the year 2000. Heres how its supposed to work:
E-AUCTIONS The Home Office is looking to make savings on its £2.6 million car hire spending by holding an e-auction this summer. The department, which has employees working across more than 100 agencies, has placed a notice of intent in the Official Journal of the European Union to hold the e-auction, allowing suppliers from across the EU to participate. The Home Office currently has two national agreements with car hire companies for ad hoc car rental, which include single day or short-term hiring but not longer-term leasing.
MILLIONS of holidaymakers are being hit with a record rise in car rental charges. The cost of hiring and driving a car has more than doubled in some European countries - adding up to pounds 200 to a weeks holiday. Higher petrol prices and the falling value of the pound against the euro are being blamed. Greece, which attracts three million Britons a year, has emerged as the most expensive country. The protocol for teaching students from junior high school to graduate school often involves desks arrayed in columns and rows. Sitting at these desks are students who, just last night, read the next chapter of the textbook and who now listen to a teachers lecture and take notes. This traditional approach is probably as effective as anything else for the memorization of large quantities of facts. Moreover, it is arguably much easier to tell students that water boils at 212 degrees Fahrenheit than it is to set up a stove and a thermometer and observe what happens when the temperature of the water on the stove reaches that temperature. Critics of the traditional instruction method complain that the facts that students memorize in this fashion usually do not remain in their memories for long. If students are lucky, the facts will stay in their memories until the examination is over. If not, they will be remembered as poor students. They also argue that the accomplishment of memorizing facts does not necessarily demonstrate any ability to do anything with those facts. The knowledge of facts may be substantially separate from what the implications of the facts look like. It is one thing to tell a medical student what a gangrenous liver looks like; it is quite another to direct the medical student to dissect an actual gangrenous liver and observe its appearance. Furthermore, traditional instruction trains students to be independent actors in the learning process. The notions of working together and working cooperatively have been denounced as methods of cheating. Accordingly, students are not trained to work with others and that can prove to be problematic when they enter an employment setting where cooperation is necessary for success.

There are around 3,000 “life coaches” in America, and numbers are rising. Even so, coaches in the States are still waiting for the day when people stop saying, “What is life-coaching?” and ask, “Who is your coach?” A coach is a hybrid of business advisor, mentor, therapist, counsellor - and grandma, who thinks youre perfect and wants you to be happy. Ive worked with counsellors for years, writing about their work. I admire it enormously, but whats exciting about coaching is the directness. A counsellor could have your problems and solutions taped in minutes, but months can pass as you are gentled through the process of discovering it for yourself. Coaches instead are straight-talking (but always positive), and will say what strikes them as the truth from the first session. Coaching is achievement- focused. It feels adult, and fast - you are encouraged to take action from day one to become more profitable, healthier, deal with unfinished emotional business, have more fun, make better relationships, or whatever is holding you back. Coaches are trained to handle anything but they tend to specialise in certain professions or life situations. It can be surprising. With my coach, Madeleine Homan, who specialises in creative types, I addressed my procrastination and writing blocks in our first talk. She didnt advise me about how to work harder, but asked me to take more time off - making one working day a week my “creative day” when I do whatever appeals. I tried out this and other suggestions, and just seven weeks later I work with more pleasure, less angst and increased effectiveness. I feel healthier, more energetic and more relaxed. Madeleine is in New York (not so crazy, as a half-hour call costs under pounds 4), but there are coaches in Britain (most working for corporates), 50 training with Coach University, the American “virtual” course, carried out through teleconferencing and e-mail. Why is this new legislation so important? The term “workplace stress” took on a whole new significance, with new obligations for employers, and potentially serious financial consequences for those who ignore them. Workplace stress is no longer simply a sad fact of life. It is now an officially recognised and legislated “workplace hazard”, with the amendments extending the definitions of “harm” and “hazard” to include physical and mental harm caused by work-related stress. A cursory reading of the new legislation might be enough to instantly treble employers workplace stress, but a deeper understanding goes some way to restoring mental equilibrium. Subjects were treated in groups of 7 to 10 persons and attended 20 weekly sessions, 5 monthly sessions (over 20 weeks), and a 1-year follow-up visit. The 40-week intervention consisted of four phases. During phase 1 (weeks 1 to 4), the subjects were instructed to refrain from making any changes in their eating or activity habits to focus entirely on examining their weight loss goals and expectations. Phase II of the program (weeks 5 to 12) focused on the development of weight control skills. The subjects were instructed to consume a self-selected diet of 1200 to 1500 kcal/day and were trained in the standard cognitive behavioral methods of weight control. Phase III (weeks 13 to 20) focused on methods to improve body image and self esteem. And finally, phase IV of the program (weeks 24 to 40) focused on developing weight maintenance skills. Weight was measured at each treatment visit. Changes in weight, self-esteem, body image, and quality of life were assessed at the end of treatment and 1 year later.
A recent investigation set out to test a novel approach to sustaining long-term contact with individuals after participation in a structured behavioral weight loss program. Two hundred and fifty-five (209 women and 46 men) overweight and obese adults were recruited through newspaper advertisements for participation in the study. Criteria for participation included age over 18, BMI greater than or equal to 25 kg/[m.sup.2], and a computer with adequate memory and connection speed. All subjects participated in an identical 6-month behavioral weight control intervention conducted over interactive television (ITV). Following weight loss, subjects were randomly assigned to one of three weight maintenance conditions: 1) Internet support (IS); 2) frequent in-person support (F-IPS); 3) minimal in-person support (M-IPS). All subjects were seen for assessment measures at baseline and at 6 months, 12 months, and 18 months. Main outcome measures included body weight, program adherence, and social influence components. There were no significant differences among the groups in weight loss (mean [+ or -] SD) from baseline to 18 months (7.6 kg [+ or -] 7.3 kg vs. 5.5 kg [+ or -] 8.9 kg vs. 5.1 kg [+ or -] 6.5 kg, p=0.23 for the IS, M-IPS, and F-IPS, respectively). Participants assigned to an Internet-based weight maintenance program managed similar weight loss over 18 months when compared with face-to-face counseling. It appears that Internet-based support is a viable means for promoting long-term weight maintenance.

In phase one of the study, half the participants ate a control diet of 1,200 to 1,500 kcal/day (Group A); the other half ate two meal and two snack replacement products (vitamin- and mineral-fortified shakes, soups, and bars) and a 600 to 900 kcal meal containing 30 to 45 grams of protein (Group B). After 3 months, participants in Group A lost a mean of 1.5% of baseline body weight; they had no changes in their systolic blood pressure, plasma triacylglycerol, or glucose or insulin concentrations. WITH ninety per cent of dieters regaining all or part of their lost weight within five years, there is huge pressure to find new health and beauty regimes that last. And no matter how many times we tell ourselves that no one is perfect we still cant help hoping that one day we will be happy with our bodies. We model our dreams for our bodies on celebrities and people in the public eye but rarely do we hear about their imperfections such as bunions, wonky toes, cellulite or wrinkles.
I HAVE an image of perfect health: a young woman, sparkling white teeth, thick glossy hair, clear skin, thin and muscular. This “picture of health” has been produced and refined by my 10- year diet of the front covers of womens health magazines featuring beautiful young women with their flat stomachs and tanned bodies. It is also possible to be beautiful and unhealthy, of course, but the links between health and beauty are now so intertwined that it is difficult to distinguish between the two. For many of us going to the gym or attempting to drink two litres of water a day, “to be healthy”, is just a cover up for the relentless pursuit of beauty.
“If people have greasy hair or bad skin, they often take it for granted that that is how things are,” she says. “But theres no reason why you shouldnt look great: how you look on the outside relates to what you put in.” This concept may not be exactly revolutionary, but if most of us examined how we approach food in practice, Stewart believes, we would soon change our minds. Take the “spare tyre” stomach phenomenon, for instance. A genetic disposition towards fat settling in this area can make it difficult to lose, and when weight loss seems impossible, many people resign themselves to their fate. But this doesnt have to be the case, argues Stewart. Her book points to the fact that low oestrogen levels can be associated with this particular problem, and as a result it seems that certain food types can actually help to shift the bulk. Along with exercise (of course), Stewart suggests that sufferers top up on phytoestrogens, a type of oestrogen that mainly occurs in pulses, linseeds, and other plant food. The boy was taken to Childrens Hospital Oakland for surgery. He is in critical condition but is expected to survive. The search for a missing southern Utah man is getting a boost from a team of private investigators. The Private Investigator Association of Utah is volunteering some of its members time and skills to help track down Christopher Coan. Its a case that has perplexed police and left his family heartbroken. Coan, 18, vanished from a Subway shop in Iron County on Sept. 3, 2007. He left his drivers license, clothing and money behind. His 1994 maroon and silver Chevy S-10 Blazer with stickers on the back window hasnt been found. The temporary license tag expired in October, and the vehicle has been listed as missing in a national crime database.
When F.M. Chris Rey moved back to St. Louis after a career elsewhere in the military and federal government, he set out to get licensed as a private investigator — and was astounded to learn that licenses were not required in his home state. He quickly got involved with the Missouri Association of Private Investigators and has worked for years to get a state law passed requiring licensure. This year, the bill finally succeeded. The law is already on the books, but licensing is not expected to begin until early 2009. More than 30 other states, including neighboring Arkansas, Kansas, Illinois and Iowa, already require licenses. That, Rey said, was part of the problem. Investigators from other states could come into Missouri and act as they pleased, but with Missouri having no license requirement, private eyes often couldnt technically work in Illinois, for example, without getting that states license. Thats because there cant be a reciprocal relationship unless both states require licenses.
A private investigator is suing attorney H. Blanton Brown over files he says Brown refuses to relinquish involving a lawsuit against Skirvin Plaza Hotel owner Oesman Sapta. Myles won a $1.9 million lawsuit against Sapta in connection with a failed business deal involving OSO Motors Inc., formerly owned by Sapta. Plaintiffs allege they conducted extensive investigation for Brown to assist him in representing Myles. They also say that Brown made assurances to them that they would be paid “well in excess of their normal hourly rate” for the work. Berglan and Taylor contend they devoted nine investigators and hundreds of man hours to help Brown but have not received payment for the work. They also allege that they turned over their files on the case to Brown as part of a settlement Myles was to reach with Sapta that never materialized. Part of the failed settlement required all records in the case to be destroyed. Though the records are still intact, plaintiffs say that Brown wont give them up. “I dont know why hes keeping my files,” Taylor said. A similar plea was made by Myles new attorney, Russell Wright, who claims that Brown is unlawfully holding Myles file and preventing Wright, a former associate of Brown, from adequately representing Myles. Myles terminated Brown as his attorney in April. He has been unable to collect any of his $1.9 million judgment from Sapta. Brown argues that he is entitled to keep Myles file as a lien on his portion of the judgment Myles received. Earlier this week, federal Judge Robin Cauthron refused to consider Wrights motion to compel Brown to turn over Myles file. This current law suit, says Brown, is an indirect attempt by Wright, who offices with Taylor, to obtain Myles file. Brown said Berglan and Taylors case is without merit. “The case will be resolved swiftly,” he said.

The next year, Castro opened “Clubmaster” at the course to fit and repair damaged golf clubs. The campus is a collection of disparate edifices acquired over the years by the school and clustered around the main nineteenth-century building on Houghton Street, a pedestrian alleyway running north from the Aldwych. Adaptive re-use may pose a far greater design challenge for architects, but I would argue that it is both feasible and cost effective. Currently the New York City Police Department is constructing a new scientific laboratory within a 1930s warehouse building in Jamaica, Queens. Having directed the feasibility studies, programming and design of such a specialized facility, I am convinced of the opportunities that await us in the “found spaces” of New York City. Many firms, including our practice, have focused upon restoring and adapting existing buildings and spaces. Smart property owners are currently taking inventory on their existing stock of buildings, to identify major repairs and preventive maintenance, in addition to looking at ways to resituate their real estate assets to accommodate new requirements. Architects are being hired to perform condition surveys, budget analysis, and strategic design, all of which is essential to the leasing and re-construction process. The fact is that in the 1990s tenants or buyers seem to have a tremendous advantage in selecting among many types of properties, but the existing design features, mechanical and electrical services, and ease of adapting the space will have an influence upon the selection of a particular property. The architect can act as a liaison while also taking on turn-key responsibility for the fitting out and move in of new tenants.
